WCC was set up at our first convention in Suffern, upstate New York, district of Congressman Benjamin Gilman, Chairman of the House International Relations Committee on November 26, 1994. There were more than 75 participants from 9 states in the US, Canada and even Cambodia who attended that meeting. Many congratulatory notes were received, but the most important event was Chairman Gilman's presence. He honored our gala, and offered his wishes for such an endeavor and a successful evening.

The situation in Cambodia worsened. Peace diluted us despite the election and the massive financial disbursements by the world community to help our people coped with basic live standards. In view of UNTAC failure to implementing the Paris Accords, the convention adopted a four point resolution that appealed to all Cambodians throughout the world to:

  1. participate in  a public forum to seek bases and processes for National Reconciliation amongst all Cambodians:
  2. petition to end all armed conflicts to promote a peaceful settlement in Cambodia in conformity with the Paris Peace Agreement and the wishes of Cambodians;
  3. promote the reconstruction of Cambodian society and economy to reach the level of the modern and industrialized nations of the world;
  4. work to ensure democracy, freedom, self-determination, and respect for human rights for all Cambodians.

Assessment:

It is obvious that the goals were overly ambitious, therefore could not be achieved.  Due to lack of commitment and limited resources, it was impossible to get all Cambodians in a public forum as called for in the first point.  Some members did participate in a Paris meeting organized by the Cambodian Committee for Vigilance (CCV) in February 1995 to explore some forms of national reconciliation.  However, that meeting was plagued with tendencies to support the  Khmer Rouge arguments and therefore, failed to advance any acceptable cause.

Another factor that almost  killed the whole convention before it started was treachery.  There were elements who publicly declared themselves neutral and vowed to work only for Cambodia but in fact were out to trap those who were naive to believe in their public statements. They had hidden agenda which revealed themselves out with time, and up to the convention.  Once they discovered that others were willing to only give them the benefits of the doubt, but would never give in to their dark design, they massively hopped out of the organization.  Some of them even tried to destroy WCC by all means, but to no avail!  They only succeeded in slowing WCC pace. Yet, they offered us an excellent lesson in human behavior.

WCC lost some original support from France and Canada, and other elements in the US as well. However, in view of the mandates of the convention, its Board decided to rebuild it from its original base in New York that was faithful to its goal and dream.  Thanks to the efforts of the founding members, executive committee, and other supporters including friendly law and CPA firms, basic structure was created while registration with the state and filings for tax-exemption status were also completed (and WCC got the IRS approval in December 1995).
