Dear Madame Secretary:

We are writing to express our concern about the numerous charges of irregularities and voter fraud that occurred during the Cambodian election and the ballot counting process.  We have also learned through the United Nations Human Rights Office in Phnom Penh and the media of post-election violence and intimidation by officials loyal to Hun Sen.

 In addition, we are highly suspicious of the charge in the formula for allocating National Assembly seats by the national Election Council, dominated by Hun Sen loyalists, that gave the CPP 54 percent of Parliament seats with only 40 percent of the popular vote.  We request that the Department of State immediately deliver a firm statement to Hun Sen informing him that all acts of violence and ballot manipulation will not be tolerated.

The United States should not recognize, politically or economically, any Cambodian regime until all charges of fraud are investigated with credible U.S. And international observation.  The National Election Commission must prove that parliamentary seat allocation is credible, including providing all notes and other documentation of the meeting that initiated the revised formula.  In addition, internationally supervised re-voting and ballot counting should be conducted in districts or provinces where there are credible charges of fraud and vote tampering.

We request that the U.S. Government refrain from pressuring or coercing leaders of the FUNCINPEC and Sam Rainsy from joining a coalition government until the fraud charges are solved.  Nor should any restrictions currently imposed on the Hun Sen regime by our government be eased.  Hun Sen should understand, under no uncertain terms, that there is no ambiguity in U.S. Policy.  We, as leader of the Free World, take the side of the Cambodian people in their struggle for freedom from tyranny.
