United States Senate September 1,1998 The Honorable Madeleine Albright Secretary of State U.S. Department of State 2201 C St. NW Washington, D.C. 20520 Dear Secretary Albright: The high voter turn out for the elections in Cambodia on July 26th clearly demonstrated the commitment of the Cambodian people to democracy. However, I remaindeeply concerned about the post-election transition and the reported atmosphere of violence and intimidation that preceded and followed the elections. It is important that the transition process be monitored carefully, especially in light of hundredsof Complaints of electoral irregularities filed by opposition parties. I believe the United States can continue to play a constructive role in promoting peace and democracy in Cambodia. The United States should urge the Cambodian government to guarantee the safety of activists from all political parties during this crucial post-election period. I would also urge you to stronly support the continued operation of the office of the U.N- Secretary-General's special Representative in Cambodia. It was opened in 1993, but the current mandate expires inOctober. It is essential that the international community maintain a visible presencein Cambodia and sustain the Cambodian People's commitment to human rights and democracy.
